Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in Community Based Organizations (CBO) and through Family Child Care (FCC) programs. DECE provides families with access to high-quality early childhood options, for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured and supported.
The Senior Human Resources Liaison is a key member of DECE and will be responsible for providing HR support as the divisional point of contact. The incumbent will be the point person for interactions with the Division of Human Resources (DHR), Office of Labor Relations (OLR), and Division leadership regarding all staffing, labor, legal and related personnel matters. The position will also handle and manage confidential information related to salary, performance and employee ratings, and advise the Director on making policy and operations decisions related to performance evaluation and professional development. Performs related work.

Direct Reports: Human Resources Coordinators, consultants and temps.
Key Relationships: DECE Senior Leadership, DECE Senior Directors, Early Childhood Operations Managers, DBOR and central staff in the Division of Human Resources to provide comprehensive human resources support.
Responsibilities
Human Resources Support
- Direct and supervise the daily human resources operations of DECE including onboarding, offboarding, leaves and retirement support.
- Manage per session budget, postings and staffing process for the DECE.
- Oversee Galaxy, APRL and NYCAPS activities, including:
- maintaining and modifying confidential employee data
- creating jobs/vacancies
- processing NYCAPS transactions
- Work with the Director and Senior Director of Finance to effectively manage PS budgets.
- Collaborate with leadership and staff to continuously review and revise job descriptions to reflect current and emerging responsibilities.
- Perform headcount analysis and create ad hoc reports.
- Provide critical, technical operational information, as available from the DECE or Central Division of Human Resources, including central policy, process updates and changes.
- Partner with divisional leaders to define human resources requirements necessary to attain strategic objectives and develop strategies and operating policies aligned to the Division’s strategic plan.
- Design and deliver HR related professional development.
- Design and execute a comprehensive human resources development and management plan including processes for hiring, onboarding, evaluating, and supporting professional growth.
- Implement screening and selection procedures and finalize candidates’ eligibility prior to processing.
- Ensure the proper interpretation and adherence to agency policy regarding all timekeeping procedures, Civil Service Rules and Regulations, contractual agreements, NYCPS by-laws, leave regulations, employee health benefits and all related payroll matters.
- Liaise with Tweed HR and Central DHR to ensure that operational transactions are executed efficiently and effectively.
- Assist with maintenance of the DECE Talent and Culture HR Service Center website to disseminate time sensitive information to DECE staff.
- Coordinate and participate in DECE recruitment and retention activities.
- Serve as a resource advisor and thought partner to DECE staff and Leadership.
- Serve as the primary communication liaison between DECE, DHR, and internal stakeholders.
Qualification Requirements:
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s); or
- A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in "1" above.
Preferred
- Analytical thinker with experience in situational problem-solving skills; ability to prioritize and follow up.
- Project coordination and logistics experience.
- Excellent interpersonal skills in working with education and non-education personnel internal and external to the NYCPS.
- Strong spoken and written communication skills, and the ability to organize facts and present information and figures in a clear, concise, and logical manner.
- Attentive to detail and extremely well organized.
- Ability to work under pressure and navigate an environment that is extremely high paced with projects under tight and changing deadlines.
- Ability to learn quickly and continuously and be responsive to constructive feedback.
- Ability to work independently as well as part of a team.
- Knowledge of Microsoft Office 365 applications.
Salary: $110,012 - $121,013
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
