Position Summary: New York City Public Schools (NYCPS) is the largest school system in the nation, with nearly 1 million students, 135,000 employees, including more than 80,000+ teachers and an annual budget of $38B. The Division of Contracts and Purchasing (DCP) is responsible for shepherding, managing, and registering all contracts, as well as for maintaining oversight of non-contracted spending. DCP is governed by the Procurement Policies & Procedures (PPP).
Under supervision of the Director of Cost Price Analysis, with latitude for independent judgment and decision-making, the Cost Price Consultant is responsible for conducting financial analysis for highly complex contracts to procure goods, customized professional services, and technology. The work commences during the pre-solicitation process by reviewing pricing terms and conditions, and ensuring the pricing model is appropriately aligned with the deliverables. The proposed pricing will be analyzed prior to requesting best and final offer proposals and upon award. Exceptional analytical skills are required to conduct in-depth comparisons of pricing and detailed review of costs for various methods of (competitive and non-competitive) procurements. The goal is to narrow any gap in pricing among proposers to make an award based more on technical merit than price. As part of the analysis, expense categories and/or specific prices are identified for potential reductions to lower the contract amount. Based on the results of the analysis, the vendor will be engaged in discussions to negotiate a more competitive proposal. For awards using taxpayer funds, the final pricing must be determined to be fair and reasonable. The findings of the analysis must be coherently summarized for incorporation into the Request for Authorization to purchase. Related work will be required on an as needed basis. Overall, this role achieves best in class pricing through negotiated reductions which enables New York City Public Schools (NYCPS) to reallocate budgets toward instructional goals to better serve students. Key Relationships: Interacts with community-based services and commodity vendors, internal DCP staff include the Office of Supplier Diversity, central and school-based clients, and numerous City, State, and Federal government agencies.
Responsibilities
- As an individual contributor, perform all tasks to complete a request for cost/price analysis.
- Vet contractual pricing terms and conditions and related pricing appendices in accordance with the scope of work during the pre-solicitation process.
- Collaborate with program offices to develop a pricing model that will yield the most competitive pricing for the specific goods or services.
- Assess proposed contract pricing by analyzing detailed cost budgets and performing price analysis by establishing a baseline using methods such as comparisons among proposers and benchmarking against prior or existing contracts as well as other NYC agencies and NYS contracts.
- Identify and apply appropriate Bureau of Labor Statistic indices (Consumer Price Index, Producer Price Index, Employment Cost Index) for the specific goods and services to allow for inflation.
- Consider innovative ways to achieve price reductions through process efficiencies and improvements.
- Through cost/price analysis, identify opportunities for potential reductions and execute negotiation strategy to achieve targeted reductions and to lower the contract amount.
- Effectively and coherently summarize findings to support a fair and reasonable price determination for incorporation into the Request for Authorization to proceed with an award.
- Responsible for adhering to procurement timeline and for escalating any pricing matters that may impact the timeline to DCP leadership.
- Ensure adherence and compliance with established NYCDOE procurement, policies and procedures.
- Utilize internal databases (Contract Process and Tracking Systems) to retrieve contractual documents required to support the cost/price analysis.
- Document the analysis/findings by establishing a filing system that is consistent with the requirements of the Unit.
- Leverage knowledge of standard procurement processes and contracting procedures to facilitate financial analysis.
- Key skills to execute the job responsibilities: exceptional analytical and negotiation skills; ability to think out of the box to find best path leading to a fair and reasonable price determination; effective writing skills to summarize the analysis and to support a fair and reasonable price determination.
Qualification Requirements
- A baccalaureate degree from an accredited college and two (2) years of experience in an area related to the duties described above;
Preferred
- Knowledgeable of financial and accounting principles, price analysis concepts, and review of cost budgets.
- Accountable and proactive with excellent interpersonal, problem-solving, leadership, organizational, communication, and negotiation skills.
- Strong quantitative and qualitative analytical skills; strong critical writing skills.
- Ability to multitask and complete job functions in an orderly, efficient manner.

- Ability to use computer software programs used in researching information and preparing reports

- Strong interpersonal skills in dealing with education and non-education personnel, internal and external to NYCPS.

- Proficiency in Microsoft Office suite, including 365 and especially Word, Excel, Access, and PowerPoint to analyze large amounts of data and report in summary format.
- Attention to detail and able to follow-through.
- Time management skills, especially when handling multiple high-priority projects simultaneously.
Salary: $40 hourly rate
