Position Summary: The Office of Student Enrollment (OSE) manages admissions, enrollment and transfers for students in New York City Public Schools (NYCPS), Early Childhood programs, 2K through grade 12, including District 75 schools. Additionally, the office oversees 12+ sites consisting of Family Welcome Centers (FWCs), and a call center which are family facing offices that conduct enrollment transactions and provide community based support to families. OSE designs and implements enrollment and admissions policies and processes that provide all students with access to high quality public schools. OSE also has teams dedicated to supporting our most vulnerable students, including students with disabilities, temporary housing, foster care, and other special populations
The Executive Director serves as the primary resource for NYCPS leadership regarding the various admissions processes. Takes the lead in guiding the admissions related work of various Student Enrollment staff as relates to the development and implementation of policy directives, analysis, interpretation of relevant data, and the implementation of procedural initiatives that support admissions. Serves as Subject Matter Expert in responding to inquiries from other central offices, field offices, elected, and community organizations. Performs related work.

Key Relationships: Work closely with OSE senior leadership, DIIT, Division of Inclusive and Accessible Learning (DIAL), Early Childhood, First Deputy Chancellor, Principals, Superintendents and other NYCPS Leaders.
Responsibilities
- Oversees all aspects of admissions for 2K-12 admissions; this includes strategic planning, systems development, communications, professional development, public engagement, process implementation, and improvement.
- Works with Executive Superintendents and Superintendents to ensure an appropriate level of participation from schools across the various processes.
- Works in collaboration with Family Welcome Center leadership to ensure excellent customer service and timely resolution of inquiries from families and schools.
- Demonstrates hands on leadership by supporting admission teams at public events, school staff trainings, guiding teams through navigating relationships across divisions and managing difficult conversations with schools and families.
- Strategizes across teams to standardize and streamline admissions processes across grade levels to create consistency, coherence, and clarity for schools and families.
- Creates and implements a robust coaching and development plan for the admissions teams to ensure continued learning and honing of technical skills as well as leadership skills.
- Ensures stakeholders are engaged throughout the admissions processes around updates and changes. This means working with the OSE Cabinet to proactively engage both internal and external stakeholders.
- Works within and across central offices and organizations to raise policy issues regarding enrollment, admissions, eligibility, selection criteria and equity of access and develops processes to effectively implement these policies.
- Directs and participates in studies and evaluations to determine the needs of the student population relative to admissions and which policies and procedures may require revision.
- Prepares presentations and professional development materials for the CEO, NYCPS leadership, and all enrollment stakeholders.
- Oversees development and administration of system wide professional development regarding the admissions processes for School staff.
- Represents Student Enrollment at various meetings, which include cross functional NYCPS meetings, external meetings with parent groups, community organizations and the like.
Qualification Requirements:
Minimum
- A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
- A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
- A four year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
- Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

- Proficiency in Microsoft Office 365 applications.
Salary: $152,070
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
