Position Summary: The Director of Finance, Division of Inclusive and Accessible Learning (DIAL) will support the Executive Director of Operations in all matters related to tax levy and grant budgets. The role will own all aspects of the DIAL budget and support decision making for division wide budgets (Districts 50 and 80). The Director’s portfolio of work will include creating and implementing the fiscal strategy for the division, implementing financial policy protocol around budget planning, performing analysis, procurement and flagging appropriate financial opportunities and concerns for senior leadership, and being a major voice in budgetary decision making across the division. Performs related work.

Key Relationships: Deputy Chancellor, DIAL Chief Operating Officer, Chief of Special Education, Deputy Chief of Special Education, Chief of Staff, and Senior Executive Directors throughout the Division. Committees on Special Education (CSEs), Division of Information and Instructional Technology (DIIT), Division of Financial Operations (DFO), Division of Contracts and Purchasing (DCP), other Central NYCPS offices, other City agencies, advocacy organizations, and consultants.
Responsibilities
Strategic Planning and Team Management
- Works directly with the Executive Director of Operations to improve the structure and productivity of the Finance and the overall Operations team.
- Responsible for the effective performance and oversight of simultaneous assignments.
- Prepares written and statistical reports for the Executive Director of Operations and others regarding financial and operational matters concerning the Division of Specialized Instruction and Student Support.
- Gathers data, prepares reports and materials for the Executive Director of Operations, Deputy Chief of Special Education, Chief of Special Education, Deputy Chancellor, and other senior personnel.
- Assists the Executive Director in coordinating the timely completion of all tasks stemming from Deputy Chancellor level priorities. This includes assisting the Executive Director with the long term planning of divisional goals and objectives.
- Provides technical assistance and support to the overall Operations Team and staff it services.
- Facilitate annual budgetary kick off meetings, team meetings and manages office wide communications as they relate to budgetary items.
- Responsible for annual inventory, record keeping and auditing of all division wide equipment.
- Responsible for tasks as assigned by the Executive Director of Operations.
Budget Management
- Acts as the day to day decision maker for budget expenditures, allocation, scheduling, encumbrance, and other use of funds.
- Owns all budget initiatives, analysis, communication, and planning, including the running of monthly and quarterly reports.
- Makes recommendations based on analysis of spending habits, communication of budget issues, spend down trends or modification deadlines, and strategic planning related to efficient management of the budget.
- Effectively and proactively manages DIAL budget to ensure responsible use of tax levy, reimbursable and grant funds.
- Identifies and researches new opportunities for funding new and existing programs, headcount, and schools.
- Works directly with the Executive Director of Operations on PEG’s (Programmatic Education Gaps) and finds opportunities to be strategic with funding utilization.
- Assists with per-session timesheet entries and approvals as needed by the Human Resources team.
Financial Planning, Analysis and Assessment
- Collects and analyzes data across teams and initiatives to provide guidance and support to the DIAL Leadership Team on the trajectory policies through the school year.
- Implements newly developed resources and tools and in the planning for implementation and development system wide.
- Oversees the analysis of quality data, by comparing or reaching out to sources and ensuring that all related reporting is completed and connected to staff/program professional development and training.
- Acts as the program project manager for projects and initiatives within the Finance and Operations team.
- Prepares evaluation reports, conducts analyses, and reviews program plans, funding, and performance related to the Division’s operations matters and the Finance and Operations team’s operational matters.
Grants and Contract Management
- Develops and implements plans to ensure contracted special education service providers maintain compliance with Special Education New York State and Federal Grants.
- Designs, leads, and facilitates training and technical assistance for DIAL program teams to ensure funding compliance.
- Responsible for the accuracy and completeness of all Grant submissions under DIAL.
- Oversees teams' quarterly submissions & ensures compliance with all grant submissions.
- Utilizes knowledge of vendor contract policy and procedures to inform new and existing M/WBEs on readiness to participate in grant funded obligations.
- Reviews and revises M/WBE procurement protocol and policy as needed.
Internal and External Communications
- Manages program team expectations to ensure clear, high quality communications with borough based support and internal NYCPS offices to share and implement the NYCPS’s operational agenda, communicate key messages and continuously identify areas for improvement.
- Oversees planning of key strategic annual division wide events.
- Crafts, edits and advises on content of key documents for external publication to audiences, including schools, superintendent based staff, parents and community members.
- Creates and maintains tailored written materials for a range of audiences, both internal and external, as needed, on topics related to financial operations and grant compliance.
- Represents Executive Director within the NYCPS and externally.
- Serve as DIAL liaison/point person with senior leadership and key staff.
Qualification Requirements:
Minimum
- A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
- A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
- A four year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
- Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration
Preferred
- Previous experience navigating complex budget and finance issues.
- Previous experience with progressive, forward thinking performance management frameworks; previous experience in navigating NYCPS budget protocol, creating spending plans and identifying opportunities for leanness.

Salary: $130,151 - $139,088
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
