OFFICE DESCRIPTION:

The Office of General Counsel, Special Education Management (SECM) oversees the legal administrative functions of special education due process work for New York City Public Schools. It includes – the Impartial Hearing Office (IHO), the Impartial Hearing Order Implementation Unit (IHOIU), and the Enhanced Rate Equitable Services Unit (ERES). SECM works on matters related to special education due process, implementation of due process orders, and claims related to requests for enhanced rate equitable services. SECM teams ensure compliance with due process mandates under the Individuals with Disabilities Education Act (IDEA), New York State Education Law, New York State Education Department (NYSED) Commissioners Regulations, and the New York City Public School (NYCPS) Chancellor’s regulations. They also work to drive compliance with the J.S.M. v NYCDOE and L.V. v. NYCDOE class action lawsuits.

 

 

INTERNSHIP RESPONSIBILIES:

As a law student intern in Special Education Case Management, you will be under the close supervision of and directly report to an Attorney Supervisor. You will receive training and practical experience in agency legal work - in this case in Special Education Law. Typical tasks include (but are not limited to) legal research and the preparing of legal documents, analyzing legal documents and assisting in document review, and assisting in the review and interpretation of existing laws, rules and regulations. Due to the sensitive nature of the subject matter of Special Education due process, and requirements of federal and state privacy laws, all interns will be required to maintain the strictest confidences of all proceedings. 

 

This is an ideal internship for law students interested in pursuing the practice of special education or agency law. By the end of the internship you will have a strong sense of accomplishment and an in-depth understanding of what it is like to work in special education law in a setting with the highest volume of special education due process claims in the United States. 

 

 

 

 

 

 

 

 

QUALIFICATIONS/SPECIAL SKILLS/AREA OF STUDY:

 

Must have completed one year of law school.

Salary: $24.73 per hour

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
