This position is in a civil service competitive class that is subject to examination. Position is only open to current City employees with permanent NYC civil service status as Administrative Education Officer or permanent in an equivalent title that is eligible for transfer under 6.1.9 to Administrative Education Officer. This position is open to qualified persons with a disability who are eligible for the 55-a program. Description:

Position Summary: The New York City school system is the largest in the country, composed of approximately 1.1 million students and 75,000+ teachers in over 1,800 schools. In February 2015, the Department of Education (DOE) created the Office of Community Schools (OCS).

Community Schools are places where children have opportunities to learn, gain skills, create joy, and have the experiences that ignite curiosity and allow children to discover their passions and talents. Community Schools support the social, emotional, physical, and academic needs of students by offering a coordinated approach to increasing opportunities for young people and improving the academic performance of students through partnerships among principals, parents, teachers, and community-based organizations (CBOs).  Schools enter into a partnership with a local CBO to offer a “whole child, whole community” approach, looking holistically at students, families, and communities to ascertain their most pressing needs and decide which services will best address those needs. 

 

The Program Manager, Community Schools will drive policy decision-making around fiscal management and program design to provide support to a cohort of Community Schools with a high level of customer service.  This support will help community schools achieve greater fidelity of the implementation of the community school framework and will support these schools in becoming centers of opportunity within their neighborhoods. Program Managers will support the growth of the Community School strategy in schools throughout New York City. Performs related work

Key Relationships: Works closely with Community School team members, district staff – specifically Directors of School Renewal (DSRs), the FACE Parent and Community Outreach team, and borough support teams from Borough/Citywide Offices (BCOs); works with key external stakeholders, specifically community-based organization partners.

 

Responsibilities

 

  • Oversees the implementation and management of various CBO partnerships in a cohort of schools supported by the Office of Community Schools. Responsibilities include:
    • providing project management support to Community School Directors and/or CBO liaisons in each one of the cohorts of schools;
    • conducting regular school visits to ensure quality programming and adequate student attendance; 
    • connecting schools to DOE resources from different divisions, including FSCs, to help meet specific needs;
    • ensuring that the cohort of schools has baseline fidelity assessment, a functioning and collaborative school leadership team, a developed budget and work scope, including a plan for expanded learning and mental health services;
    • facilitating data-driven meetings with partnership teams (or Community School teams if applicable), including the Principal, Community School Director, and other members of the school leadership team at each site;
    • supporting a results-focus at each school, providing feedback and assistance to have school teams hold themselves and one another accountable;
    • coordinating with City partner organizations that fund program components, such as NYC Service and the Department of Youth and Community Development (DYCD).
    • helping to identify and/or coordinate resources to support community school activities;
    • coordinating with the Family and Community Outreach team to ensure that the cohort of schools adheres to protocols for implementation around parent engagement; and
    • supporting AmeriCorps members as they deliver direct service and capacity-building for students and families in the areas of mentoring and parent engagement at host sites.
  • Makes fiscal policy decisions regarding school/CBO level resource allocation, work scope approval, and vendor contracts. 
  • Develops and implements policies for innovative and creative external programs within a cohort of schools, specifically to support schools in reaching outlined benchmarks around mentoring and family engagement.
  • Communicates with internal and external stakeholders on a variety of areas, including troubleshooting and following up on open issues. Works with the Office of Community Schools Leadership team to prepare reports and presentations for internal and external stakeholders to present on programmatic content at schools and for partner organizations, and to ensure that evaluation results inform program practice and program practices, including collecting qualitative data on operations and closely monitoring operational benchmarks.
  • Provides support in a broad range of administrative and operational areas, including assisting with the preparation of professional development training for Community School Directors, Principals, and school teams from the cohort of schools supported by the Office of Community Schools, including agenda development, copying and collating of meeting materials, A/V setup, note-taking, and disseminating follow-up information.  If applicable, supports reporting and compliance within specific NYSED and NYS OCFS funding streams, including:
    • working closely with evaluators, schools and CBOs to ensure that annual performance reports are submitted to NYSED for district 21CLCC, Empire and ESD / SVP grants; and
    • working with the Director, School Support to ensure that resources are efficiently utilized in compliance with grant requirements and grant proposals.

 

Qualification Requirements:

 

Minimum

 

  1. A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
  2. A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
  4. Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

Salary: $83,355 - $100,116 

 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
